What does it say?

It says Yes to bike sharing in Philadelphia.

It states:

This study has verified the general viability of a possible Philadelphia bike share program.  Its
implementation and potential success depends on a number of key specific factors:
· Adequate public funding and/or a private operator willing to invest in the system.
· Upgrade of the Center City bike-lane network to accommodate the anticipated influx of bicyclists.
· Attention to the details of education and enforcement.

What is happening

In the last two years many cities in the United States have forged ahead to bring Bike Sharing to their citizens. Philadelphia has just completed a Bike Share Feasibility Study. We hope a Request for Proposal to create a program will follow soon.

This spring Denver and Miami Beach will have major new bike sharing programs and this summer Minneapolis, Boston will join them. Also late this summer, Washington, DC will vastly expand its existing program. We need not let Philadelphia fall to far behind.

The Philadelphia Bike Share Feasibility Study is complete.

A final draft of the study was delivered to the Mayor's Office of Transportation and Utilities in the waning days of December 2009, exactly one year after the deadline requested by a Philadelphia City Council Resolution in June 2008.

The study, to be made public in the coming weeks, is rumored to verify the viability of a Public Use Bicycle Program for the City of Philadelphia.

We are nearing the second anniversary of Bike Share Philadelphia's advocacy to reduce automobile congestion, reduce carbon pollutants, increase public transit use and increase the general population's health through more exercise with a Public Use Bike Program in our City. We need to once again ask Mayor Nutter to make Bike Sharing one of his priorities in the second half of his first term. It is his stated goal to make Philadelphia the most "Sustainable City in America." Bike Sharing is a highly visible public element that can be used to achieve this goal.

At the October 26, 2009 Forum on the Future of Bus Shelters and Street Furniture, (public amenities on the sidewalk such as benches, bus shelters or bike share stations) the Mayor's Office of Transportation and Utilities stated that Bike Sharing is not currently being considered as part of the City's street furniture proposal. We need to keep Bike Sharing an important issue for the City. As an extension of the Forum, a survey is online asking for citizen input for the street furniture amenities. Please answer question #16 with Bike Sharing!

The feasibility study requested by City Council in June 2008 to be delivered to City Council in December 2008 has not been completed. Although, the City Department of Transportation and Utilities originally indicated that it would be finished in August 2009. That date has passed.

To keep showing public demand for bike sharing in Philadelphia, we need you to demonstrate your support for a program here. 

Let City Officials know they need to investigate all funding mechanisms for bike sharing. Ask City Officials to issue a bike sharing contract proposal before a street furniture contract proposal! Take Action!

Street furniture contracts are one of many ways to finance Public Use Bicycle programs.  The other options include a City financed program from its general fund, which is very unlikely. The City might apply for future American Recovery Reinvestment Act grants, if there are any, or the City could court a possible benevolent corporate partner which might help finance a program.  With all these variables, the City should explore all possible avenues to fund a program.  The City should issue a Request for Proposals or Request of Interest for Bike Sharing before issuing a Request for Proposal for Street Furniture.

With many of the street furniture providers the world leaders in Public Use Bicycle programs, why exclude them?  Let all Bike Share companies have an equal chance to create a world class Bike Sharing program for Philadelphia.

Bike Sharing is moving along in Philadelphia, though pedaling slowly.

The feasibility study requested by City Council in June 2008 to the City Department of Transportation and Utilities for completion in December 2008, was funded in February 2009. It is scheduled to be finished in August 2009. Once complete, we hope it will be a guide to get a system up and running in Philadelphia as soon as possible!

Since we started drawing attention to the benefits of Bike Sharing for Philadelphia, such as automobile traffic congestion mitigation, air pollution reduction, increased physical activity for users and a complement to existing public transportation, other cities in North America have leap-fogged Philadelphia and will start large bike share programs shortly.

Montréal, Quebec Canada will begin its BIXI the first week of May.
Denver, Colorado will begin its B-Cycle system in late June or early July.

Philadelphia's Bicycle Plan

Meetings to discuss the Plan:

• South Philadelphia - Thursday 16 April 6:30-8:30PM at the Fels Community Center Auditorium 2407 S. Broad St.
• Center City - Tuesday, 21 April 6:30-8:30 PM at the Municipal Services Building Rooms X, Y, and Z, 16th floor 1401 JFK Boulevard
• Meetings for North Philadelphia and the Northwest are to be announced

The Philadelphia City Planning Commission, with the assistance of the Toole Design Group, is preparing a Pedestrian and Bicycle Plan for the City of Philadelphia. Improving pedestrian and bicycle safety and mobility is an important aspect of the City's efforts towards sustainability, as well as the new open space plan, Green Plan Philadelphia.

The study area for the plan encompasses Center City, North Philadelphia, Northwest Philadelphia, and South Philadelphia. It does not cover West Philadelphia, Southwest Philadelphia or the Northeast. The plan's web site:

This plan will not address Bike Sharing!

It states:
Bike sharing will soon be studied as a potential option for Philadelphia. Will this plan address bike sharing? How could this plan help pave the way for bike sharing in Philadelphia?
 
"Advocates and promoters of bike sharing in Philadelphia should not wait for the completion of the Pedestrian and Bicycle Plan before proceeding with their efforts. Given that bikeshare has launched in Washington, DC, officials in Philadelphia can learn from that experience. The plan should document efforts to start such a program, or even its actual launch."
